N is the minimum time to complete your qualification. You must finish within N+2, two years more. If you have reached N+2 with courses outstanding you go directly to WRC-2, and you should include explicit proof of funding. WRC-2 can recommend you to the VP and Deans Committee only if there are exceptional, substantive circumstances tied to the examination period and your faculty supports it.
