Appeals go to your faculty's Readmission Appeals Committee (RAC); you may submit only one appeal to one faculty. UCT's forms say an appeal must show you can finish within the maximum permitted time without more than a standard load each year, that extraordinary personal circumstances held back your progress, and that you have a reasonable chance of success if readmitted.
